中新社北京5月16日电 (记者 张素)记者16日从中国最高人民检察院获悉，长江船舶污染治理公益诉讼专案已办结，共立案602件，有力推动船舶污染系统治理。
2022年5月，最高检决定对长江船舶污染问题以公益诉讼立案，四级检察院一体履职。专案期间，检察机关共摸排线索652条，立案602件；其中行政公益诉讼592件、民事公益诉讼10件，提起诉讼16件，均获法院判决支持。通过办案，督促清理被污染水域、滩涂面积61万余平方米，清理淤泥、固体废物等1400余吨，危险废物200余吨。
据统计，针对船舶污染物不符合标准直接排放、收转运记录不实、处置造假、上岸后违规处置等问题，检察机关督促处罚企业52家、个人78人次、船舶103艘，收缴罚款215万余元(人民币，下同)，推动1745艘船舶完善防污染设施。
针对船舶污染物接收专用码头建设不符合要求、港口码头船舶污染物接收设施不完善、空转等问题，检察机关推动港口码头新建船舶污染物接收设施479套，加快建设专用码头89座、岸电设施216套。
此外，在专案推动下，浙江、安徽、湖北等地部分港口码头接收船舶生活垃圾由收费转为免费，长江干支流船舶生活垃圾免费接收基本实现全覆盖。
通报长江船舶污染治理公益诉讼专案办结同日，官方发布检察监督与生态环境执法协同推进长江保护修复典型案例。最高检有关负责人称，案例聚焦危险废物、船舶污染等危害长江流域生态的重点领域问题，依法严惩生态环境违法犯罪，做实恢复性司法。
在上海市青浦区人民检察院诉徐某海等12人非法倾倒固体废物破坏交通设施刑事附带民事公益诉讼案中，检察机关同步追究违法行为人刑事责任和生态环境损害赔偿责任，并追加尚不构成刑事犯罪的上海某建筑工程有限公司等为共同被告，连带赔偿生态修复费用、鉴定评估费用合计570万元。(完)
